The European Union has just approved a groundbreaking regulation that will change how low-cost airlines operate, especially regarding cabin luggage fees. Airlines across the EU will be required to allow passengers to carry one cabin bag up to 7 kg (100 cm total dimensions) and one personal item (40×30×15 cm) free of charge. This move aims to unify rules, prevent hidden charges, and create fairer travel conditions for millions of passengers who often face confusing or costly baggage policies.
The reform is not just about luggage. The European Parliament has also voted for greater transparency in ticket pricing and reimbursements. Online booking platforms and airlines will need to show passengers the total cost upfront, without hidden fees, and provide refunds within fixed deadlines—7 days for airlines and 14 days for intermediaries. This initiative is designed to restore consumer trust and reduce frustration among travelers dealing with delayed compensation claims.
Special Provisions
Special provisions are also being introduced to protect vulnerable passengers. Families will benefit from a new rule that ensures children under 12 can sit with their accompanying adult free of charge, eliminating the controversial practice of charging extra for basic family seating. Travelers with reduced mobility will gain enhanced rights, including free seating for caregivers, and compensation if mobility equipment or service animals are lost, damaged, or injured. These changes mark a decisive step toward more inclusive and equitable air travel across Europe.
Not surprisingly, airlines—especially low-cost carriers such as Ryanair, Wizz Air, and easyJet—have expressed concerns. They argue that such regulations will inevitably increase base ticket prices, as airlines lose one of their most profitable ancillary revenue streams. Critics also point out potential operational challenges, with standardized bag sizes potentially slowing boarding processes. Still, the EU insists that uniformity will ultimately improve efficiency and passenger satisfaction, ending years of confusion over differing baggage rules between carriers.

When the new rules will apply?
The regulation is now waiting for final approval by EU member states, but momentum suggests a green light is imminent. If so, travelers can expect to see the new rules in effect as early as Autumn 2025, fundamentally changing how budget airlines structure their fares and services. For passengers, this is clearly a win—greater transparency, guaranteed free cabin luggage, and enhanced protection when things go wrong. For airlines, however, it marks a turning point where creativity in finding new revenue streams will become more important than ever.
